تاب آوری نهادی سازمان های مردم نهاد در حوزه شهرسازی در ایران در مواجهه با بحران کرونا

چکیده

پاندمی کووید-۱۹ با بر هم زدن الگوهای معمول، تحولات قابل ملاحظه‌ای را در زمینه‌های برنامه‌ریزی و طراحی شهری ایجاد کرده است. این پژوهش به بررسی دقیق تأثیرات این بحران بر سازمان‌های غیردولتی (NGOs) فعال در حوزۀ شهرسازی در ایران می‌پردازد. تمرکز اصلی این مطالعه بر نقش بسزای این نهادها در تعامل و تطبیق‌پذیری با الگوهای نوظهور مدیریتی و تغییرات ناشی از دوران پساکووید است. پژوهش با بهره‌گیری از مصاحبه‌های عمیق و دقیق با نمایندگان ۱۷ سازمان غیردولتی فعال درزمینۀ شهرسازی اجرا شده و سپس داده‌ها به‌وسیله تحلیل محتوای کیفی، ارزیابی و تفسیر شده است. نتایج کدگذاری مصاحبه‌ها در سه مقوله اصلی زمینه‌های اثرگذار بر فعالیت در دوران کرونا، چگونگی مواجهه با کرونا و راهبردهای پس‌از کرونا، دسته‌بندی شده‌اند. راهبردهای استفاده‌شده توسط این سازمان‌ها به‌منظور برخورد با فعالیت‌ها و چالش‌های ساختاری خود در طی همه‌گیری، به‌طور دقیق مورد کاوش قرار گرفته‌اند. با در نظر گرفتن فاکتورهای مؤثر بر فعالیت سازمان‌های غیردولتی در بستر ایران که شامل مدیریت شهری با تاب‌آوری پایین، وجود شهروندانی که کمتر در فعالیت‌های مدنی مشارکت دارند، در کنار وجود بسترهای مناسب برای فعالیت مجازی، سازمان‌های غیردولتی در مواجهه با چالش‌های کووید-۱۹ سه راهبرد توقف موقتی، تطبیق‌پذیری با شرایط و تحولات کامل در پیش گرفته‌اند. علاوه‌بر این با تأکید بر تأثیرپذیری این سازمان‌ها از شرایط بحرانی پیش‌آمده، در بلندمدت نیز اثرات متفاوتی اعم از پذیرش و مقاومت توسط آنها اتخاذ شده است. این پژوهش پیش‌زمینه‌ای برای تحقیقات دقیق‌تر و عمیق‌تری در رابطه با شناسایی بهترین استراتژی‌ها و راهبردهای پیش‌روی برای مواجهه بهتر سازمان‌های غیردولتی در مقابله با بحران‌های پیش‌بینی‌نشده است. دانش و تجربیات کسب‌شده از همه‌گیری می‌تواند به‌عنوان یک سرمایۀ باارزش برای مواجهۀ مؤثرتر با چالش‌های مشابه در آینده عمل نماید

The COVID-19 pandemic has disrupted traditional patterns, creating significant transformations in urban planning and design fields. This research investigates the impact of this crisis on Non-Governmental Organizations (NGOs) involved in urban planning in Iran. The primary focus of this study is on the prominent role of these entities in interacting with and adapting to emerging management models and the changes brought about by the post-COVID era. The research was conducted through in-depth and detailed interviews with representatives from 17 active NGOs in urban planning, following which data were evaluated and interpreted using qualitative content analysis. The interview coding results have been categorized into three main themes: the influential contexts affecting activities during the COVID era, responses to the pandemic, and post-COVID strategies. The strategies adopted by these NGOs to address their activities and structural challenges during the pandemic have been meticulously examined. Taking into account factors influencing the performance of NGOs in Iran, which include urban management with low resilience, the presence of citizens who participate less in civic activities, and the existence of suitable platforms for virtual activities, the NGOs have embraced three strategies in response to COVID-19 challenges: temporary cessation, adaptability to circumstances, and complete transformations. Furthermore, emphasizing these organizations' susceptibility to the crisis conditions, they have adopted differing long-term effects ranging from acceptance to resistance. This research sets the groundwork for more detailed and profound investigations into identifying the best strategies and approaches for NGOs to better confront unforeseen crises. Knowledge and experiences gained from the pandemic can act as valuable assets for more effective future responses to similar challenges.
