تحلیل توزیع فضایی خدمات شهری وارتباط آن با قیمت املاک در سطح مناطق ‌شهرداری تهران

چکیده

یکی از مهم‌ترین پیامدهای رشد شتابان شهرنشینی، ازهم‌پاشیدگی نظام توزیع مراکز خدماتی شهری بوده که زمینه‌ساز نابرابری شهروندان در برخورداری از این خدمات شده است. در گسترۀ شهرتهران گرچه عدم توازن در پراکنش خدمات شهری محرز است امّا به‌طور دقیق مشخص نیست که درکدام مناطق شهرداری، تمرکز خدمات و در کدام مناطق کمبود وجود دارد. هدف این مقاله ، بررسی توزیع فضایی 16 مورد از خدمات شهری در سطح مناطق 22 گانۀ شهرداری تهران و دریافت این نکته است که آیا برخورداری از خدمات با قیمت املاک به‌عنوان نمودی از سکنی‌گزینی طبقات اجتماعی-اقتصادی رابطه دارد؟ داده‌ها و اطلاعات از منابع اسنادی و کتابخانه‌ای شهرداری تهران و مرکز آمار ایران فراهم گردیده و به‌صورت شاخص تعداد خدمت به‌ازای 10 هزار جمعیت با استفاده ازآماره‌های توصیفی و رتبه‌بندی، تحلیل شده‌اند. یافته‌ها دلالت بر این دارند که منطقه 12 که تنها منطقه شهرداری است که به‌طور کامل در بافت تاریخی تهران قرار گرفته و منطبق بر بازار و بخش مرکز تجارت شهر است، به‌لحاظ بهره‌مندی از خدمات برتری دارد. دلیل این موضوع پابرجایی بسیاری از عناصر شهر اسلامی است. پس‌از این منطقه، به‌ترتیب مناطق 6 (به‌عنوان یک کانون دانشگاهی و خدمات پزشکی)، 13 و 1 برتر هستند. منطقه 1 به‌عنوان گران‌ترین و مرفه‌ترین منطقه شهر تهران به‌لحاظ خدمات رتبه چهارم را دارد. ضریب همبستگی 235/0+ بیانگر این است که در مجموع، در مناطق با قیمت بالاتر املاک، بهره‌مندی از خدمات شهری نسبتاً بهتر است. 10 شاخص، واجد همبستگی مستقیم هستند که در آنها رقم ضریب همبستگی 3 شاخص پزشکی-درمانی و شاخص‌های دانشگاه و بوستان، بالاتر است. میان شاخص سالن ورزشی و مسجد با قیمت املاک رابطه معکوس (58/0- و 50/0-) وجود دارد. در راستای نیل به عدالت فضایی و اجتماعی، اهتمام برنامه‌ریزی و مدیریت شهری بر مکان‌گزینی مراکز خدمات شهری به تناسب کمتر-برخورداربودن مناطق که در مقاله روشن شده، ضرورت دارد.

چکیده [English]

Collapsing the distributing system of service centers in cities is among the most important consequences of urban rapid growth that caused equality in accessing urban inhabitants’ services. Therefore, Providing the city with appropriate welfare services and fair spatial distribution is one of the most important missions of urban planners and managers. This research investigated the spatial distribution of 16 services and their relationship with real estate prices in Tehran's municipal districts. The data was provided from the statistical documents of Tehran Municipality and Iranian Statistical Center analyzed as the indicator of the number of services per 10,000 population using descriptive statistics and ranking. Findings indicate that District 12, which is the only municipal district that is completely located in the historical fabric of Tehran and corresponds to the market and the business center of the city, is superior in terms of services. The reason is the persistence of many elements of the Islamic city. After this, the districts of 6 (as an academic center and medical services center), 13, and 1 have better services, respectively. District 1 ranks fourth in terms of services although it is the most expensive and prosperous district of Tehran. The correlation coefficient of +0.235 indicates that, in general, in districts with higher real estate prices, urban services are in a better situation. Ten indicators have a direct correlation, in which the correlation coefficient of 3 medical indicators and university and garden indicators is higher. There is an inverse relationship between the sports hall and mosque index with real estate prices (-0.58 and -0.50). To achieve spatial and social justice, it is necessary for planning and urban management to choose the location of urban service centers in accordance with the less suitable areas that are explained in the study.
