شناسایی و تحلیل ذی‌نفعان پروژه میدان شهدای مشهد برمبنای روش خوشه‌بندی فازی

چکیده

طرح میدان شهدا، که در زمره پروژه‌های بزرگ‌مقیاس شهری است، دربرگیرنده کاربری‌های متنوعی است. یکی از چالش‌های پیش روی این طرح پایین بودن قدرت ریسک مدیران و تجربه اندک مشارکت میان مدیران شهری و ذی‌نفعان، در محدوده طرح بوده است. ازاین‌رو مدیریت ارتباطات ذی‌نفعان، به‌عنوان راه‌حلی برای مشارکت و درگیری ذی‌نفعان در مراحل مختلف پروژه مطرح است. یکی از گام‌های اساسی در فرایند مدیریت ارتباطات ذی‌نفعان، اولویت‌بندی ذی‌نفعان کلیدی است. در این راستا در این مقاله ابتدا با مرور ادبیات موجود و بررسی نظرات خبرگان به شناسایی شاخص‌های اولویت‌بندی ذی‌نفعان پرداخته شد، سپس ذی‌نفعان با استفاده از تحلیل خوشه‌ای فازی (FCM) گروه‌بندی شدند. این پژوهش به لحاظ هدف یک پژوهش کاربردی و به لحاظ ماهیت یک پژوهش کمی است. نتایج این پژوهش نشان داد، خوشه A دارای ذی‌نفعانی با بیشترین میزان قدرت و تمایل است. خوشۀ B دارای ذی‌نفعانی با قدرت کم، ولی میزان تمایل متوسط رو به بالا است و خوشۀ C دارای ذی‌نفعانی با میزان قدرت متوسط و تمایل نسبتاً بالا است. همچنین خوشۀ D دارای ذی‌نفعانی با میزان قدرت و تمایل کم است. شهرداری، شورای اسلامی شهر، مدیریت طرح و استانداری خراسان رضوی بالاترین میزان تعلق را به خوشۀ A دارند. همچنین شرکت‌های پیمانکار و شرکت‌های مشاور، بیشترین درجه تعلق را به خوشه C دارند. سازمان آب‌و‌فاضلاب، شرکت گاز و شرکت توزیع برق، به خوشه B تعلق دارند و سازمان دارایی و امور مالیاتی،آستان قدس رضوی و سازمان اوقاف و امور خیریه بیشترین میزان تعلق به خوشۀ D را دارند. نتایج حاصل از این تحقیق، این امکان را فراهم می‌آورد که ذی‌نفعان کلیدی و مؤثر را برای درخواست ورودی‌های مورد نیاز و افزایش پشتیبانی از پروژه در طول مدت انجام آن، شناسایی نموده و استراتژی‌های ارتباطی مناسب را در خصوص هر گروه ذی‌نفعی اعمال کرد. استراتژی‌های ارتباطی مطرح‌شده در این تحقیق، براساس مقایسه تطبیقی خوشه‌های حاصل از FCM و چهارچوب قدرت- تمایل جانسن و اسکولز، ارائه گردید.

چکیده [English]

The Shohada Square project, which is among the large-scale urban projects, includes a variety of uses. One of the challenges facing this project has been the managers' low-risk power and the limited participation experience between urban managers and stakeholders within the project area. One of the basic steps in the stakeholder communication management process is prioritizing key stakeholders. In this regard, first, by reviewing the existing literature, the indicators of stakeholder prioritization were identified. Then, the stakeholders were grouped using fuzzy cluster analysis (FCM). This research is applied in terms of purpose and is quantitative in nature. The results of this research showed that cluster A has stakeholders with the highest level of power and willingness. Cluster B has stakeholders with low power but a high average level of willingness, and Cluster C has stakeholders with a medium level of power and relatively high willingness. Cluster D also has stakeholders with low power and willingness. The municipality, Project Management, and Khorasan Razavi Governorate have the highest level of belonging to cluster A. Also, contractor companies and consulting companies have the highest level of belonging to cluster C. The Water and Sewerage Organization, Gas Company, and Electricity Distribution Company belong to Cluster B, and the Finance and Tax Affairs Organization, Astan Quds Razavi, and Endowments and Charity Affairs Organization have the highest level of belonging to Cluster D. The results of this research provide the opportunity to identify key and effective stakeholders to request the required inputs and increase support for the project during its implementation, and to apply appropriate communication strategies to each stakeholder group.
