واکاوی و تبیین مؤلفه‌های نوآوری اجتماعی در بازآفرینی شهری (نمونه مطالعاتی: پروژه‌ی عتیق شهر تبریز)

چکیده

نیاز به تغییر متناسب با نیازهای امروزه‌، کاربست رویکردهای جدید همانند نوآوری اجتماعی در بازآفرینی بافت‌های مسأله‌دار شهری را لازم و ضروری می‌نماید. نوآوری اجتماعی می‌تواند با غلبه بر ناکارآمدی سیاست‌ها و راه‌حل‌های قدیمی و همچنین با یافتن راه‌حل‌های جدید و کارا نقش مهم و مؤثری در حل مسائل و مشکلات این بافت‌ها ایفاء کند. مهم‌ترین هدف پژوهش حاضر تبیین مؤلفه‌ها و شاخص‌های نوآوری اجتماعی در بازآفرینی شهری می‌باشد که در این راستا از مطالعات کتابخانه‌ای– اسنادی به منظور تدوین ادبیات پژوهش و از مطالعات میدانی به منظور بررسی و ارزیابی محدوده پژوهش بهره گرفته شده است. نتایج پژوهش به این صورت است که چهار مؤلفه‌ی "توانمندسازی و ظرفیت‌سازی"، "مشارکت و همکاری"، "راه‌حل و ایده خلاقانه"، و "تغییر و تحول" مهم‌ترین مؤلفه‌های نوآوری اجتماعی در بازآفرینی شهری می‌باشند. همچنین در این پژوهش پروژه‌ی عتیق شهر تبریز به عنوان نمونه مطالعاتی انتخاب گردیده است که یکی از مهم‌ترین پروژه‌های بازآفرینی اجرا شده در سطح کشور و شهر تبریز می‌باشد. نتایج به دست آمده بیانگر آن بود که پروژه‌ی عتیق از منظر توجه به نظرات ساکنان، جلب مشارکت و همکاری آن‌ها، توسعه راه‌حل‌های نوآورانه بومی محلی، و کارآفرینی ضعیف عمل کرده و در کل نتوانسته است تحول بنیادی و مهمی در کیفیت زندگی ساکنان و کسبه محدوده پروژه ایجاد کند

چکیده [English]

The need for change in line with today's needs makes it necessary to apply new approaches, such as social innovation, in the regeneration of problematic urban textures. Social innovation can play an important and effective role in solving the problems and issues of these contexts by overcoming the inefficiency of old policies and solutions, as well as finding new and efficient solutions. The most important goal of the present study is to explain the components and indicators of social innovation in urban regeneration. In this regard, library-documentary studies were used to compile the research literature, and field studies were used to examine and evaluate the scope of the research. The results of the study are that the four components of "empowerment and capacity building", "participation and cooperation", "solutions and creative ideas", and "change and transformation" are the most important components of social innovation in urban regeneration. Also, in this research, the Atigh project of Tabriz city was selected as a case study, which is one of the most important regeneration projects implemented in the country and in the city of Tabriz. The results obtained indicated that the Atigh project performed poorly in terms of paying attention to the opinions of residents, attracting their participation and cooperation, developing innovative local solutions, and entrepreneurship, and in general, has failed to create a fundamental and significant change in the quality of life of residents and businessmen in the project area
