تببین اصول و شاخصه های برنامه ریزی محله های کم کربن و بررسی میزان اثر پذیری آن (مورد پژوهشی : محله الهیه مشهد )

چکیده

بروز بحران‌های زیست‌محیطی نظیر بحران انرژی، افزایش آلودگی و تغییرات اقلیمی، کیفیت زندگی در محیط‌های شهری را کاهش داده است. گرم‌شدن کرۀ زمین روزبه‌روز در حال افزایش است و میانگین دمای سطح جهانی تا پایان قرن بیست و یکم تا 4 در جه سانتیگراد افزایش می‌یابد. هدف این پژوهش، تبیین شاخص‌های برنامه‌ریزی محله‌های کم‌کربن و ارزیابی میزان انطباق محله الهیه مشهد با این شاخص‌ها است. در شرایطی که رشد سریع شهری و افزایش مصرف انرژی به تشدید بحران‌های زیست‌محیطی منجر شده، برنامه‌ریزی در مقیاس محله به‌عنوان سطحی مؤثر در کاهش انتشار کربن اهمیت ویژه‌ای یافته است. پژوهش حاضر با رویکرد توصیفی - تحلیلی و روش ترکیبی دلفی، تحلیل شبکه‌ای (ANP) و تحلیل مکانی در محیط GIS انجام شد. ابتدا با بهره‌گیری از نظر خبرگان و مرور پیشینه، مجموعه‌ای از شاخص‌های اولیه شناسایی شد و سپس از طریق دو مرحله دلفی شاخص‌های نهایی تعیین گردید. در مرحله بعد، اهمیت نسبی شاخص‌ها با استفاده از مدل ANP محاسبه و وزن نهایی معیارها در محیط GIS تلفیق شد. نتایج نشان داد حدود 70 درصد از بلوک‌های محله الهیه دارای انطباق نسبتاً بالا با شاخص‌های کم‌کربن هستند و شاخص‌های مرتبط با انرژی، حمل‌ونقل و مدیریت محلی بیشترین وزن را در مدل دارند. نوآوری این پژوهش در تلفیق مدل دلفی، تحلیل شبکه و تحلیل‌های فضایی GIS برای بومی‌سازی و سنجش شاخص‌های محله‌های کم‌کربن می‌باشد. یافته‌ها می‌توانند مبنای سیاست‌گذاری شهری در راستای کاهش انتشار کربن و بهینه‌سازی مصرف انرژی در مقیاس محله قرار گیرند.

vThe emergence of environmental crises such as the energy crisis, increasing pollution, and climate change has led to a decline in the quality of life in urban environments. Global warming is intensifying day by day, and the average global surface temperature is projected to rise by up to 4°C by the end of the 21st century. This study aims to identify the indicators of low-carbon neighborhood planning and evaluate the degree of alignment of the Elahiyeh neighborhood in Mashhad with these indicators. Given that rapid urban growth and increasing energy consumption have exacerbated environmental crises, neighborhood-scale planning has gained special importance as an effective level for reducing carbon emissions. This study adopts a descriptive–analytical approach and employs a combined method, integrating Delphi, Analytic Network Process (ANP), and spatial analysis within the GIS environment. First, by reviewing previous studies and consulting experts, a set of preliminary indicators was identified. Then, through two rounds of the Delphi process, the final indicators were determined. In the next stage, the relative importance of the indicators was calculated using the ANP model, and the final weights were integrated spatially in the GIS environment. The results indicate that approximately 70% of the blocks in the Elahiyeh neighborhood exhibit a relatively high level of alignment with low-carbon indicators, while the indicators related to energy, transportation, and local management have the highest weights in the model. The novelty of this study lies in the integration of the Delphi method, ANP model, and GIS spatial analysis to localize and assess low-carbon neighborhood indicators. The findings can serve as a foundation for urban policy-making aimed at reducing carbon emissions and optimizing energy consumption at the neighborhood scale
