مدل‌سازی ساختاری-تفسیری سامان‌دهی بافت تاریخی شهر با رویکرد دارایی-مبنا (مورد: شهر ارومیه)

چکیده

این مقاله ابعاد و شاخص‌های مؤثر بر سامان‌دهی بافت تاریخی ارومیه با رویکرد سیاست‌های دارایی‌مبنای توسعه اجتماعات محلی را از طریق مدل‌سازی ساختاری- تفسیری شناسایی و تحلیل می‌کند و درنهایت، به طراحی ارتباطات بین معیارها (سرمایه اجتماعی،کالبدی و مالی) و زیرمعیارهای آنها پرداخته است. با توجه به مؤلفه‌های مورد بررسی پژوهش حاضر، روش انجام تحقیق در این مقاله از نظر هدف، کاربردی و از لحاظ روش، توصیفی (علی) است. ابتدا، از طریق مطالعه ادبیات و مطالعات دیگر شاخص‌های سیاست دارایی‌مبنای توسعه اجتماعات محلی برای سامان‌دهی بافت تاریخی، شناسایی شده است، سپس با استفاده از متدولوژی تحلیلی نوین مدل‌سازی ساختاری-تفسیری(ISM) روابط بین شاخص‌های سیاست دارایی‌مبنا برای سامان‌دهی تعیین و به‌صورت یکپارچه تحلیل شده است؛ درنهایت با استفاده از تحلیل MICMAC، نوع متغیرها با توجه به میزان اثرگذاری و اثرپذیری بر سایر متغیرها مشخص شده است. نتایج این پژوهش نشان می‌دهد، سه عامل میزان درآمد ماهانه، وضعیت مالکیت، و ارزش ملک مسکونی به ترتیب با میزان قدرت نفوذ 18، 18 و 16 بیشترین تأثیر و معیارهای کیفیت امکانات کالبدی و ثروت قابل تبدیل به پول هر دو با میزان قدرت نفوذ 7، کمترین تأثیر را در سامان‌دهی بافت تاریخی با رویکرد سیاست‌های دارایی‌مبنای دارند. همچنین در سطح ابعاد، نتایج نشان می‌دهد که اولین ابعاد مؤثر در سامان‌دهی بافت تاریخی ارومیه با رویکرد سیاست‌های دارایی‌مبنای توسعه اجتماعات محلی، ابعاد سرمایه مالی است. درنتیجه، هر گونه برنامه و اقدام برای سرآغاز و سامان‌دهی بافت تاریخی شهر ارومیه، باید به نقش کلیدی و پایه‌ای این عوامل توجه نماید.

In today's societies, the increasing growth of urbanization and increasing population of cities as an inevitable principle, especially in the cities of developing countries, have caused major changes in the structure of cities. Cities and urban spaces have become overwhelmed in structure by the passage of time, Changing conditions, different climates and different events as like many human artifacts. Historical and ancient textures that usually form the primary and main core of the country's cities, on one hand, they are part of the cultural and historical heritage of those cities and therefore their preservation and organization are inevitable. Urban tissues suffer from physical and functional deterioration due to lack of attention, proper maintenance and care. Identifying the physical and functional status of such tissues with the aim of managing and planning for their maintenance are among the first and important steps that must be taken. The historical context of the city of Urmia is one of those which it has been explored in the context of local community-based asset policies. Asset based development of local communities is based on identifying, enhancing and utilizing existing capacities and assets. In other words, asset base development serves both as a tool in urban planning and management and as a way to equip the local community to achieve sustainability
