تعادل بخشی شبکه شهری همکار در نظام فضایی ناحیه با تأکید بر نقش شهرهای کوچک بر اساس روش‌های تحلیل تصمیم گیری چند معیاره (مطالعه موردی: شهرستان کرمانشاه)

چکیده

شهرهای کوچک در کشورهای درحال‌توسعه یکی از ضعیف‌ترین حلقه‌های توسعه‌ی ناحیه‌ای محسوب می‌شوند. چنانچه توسعه‌ای بخواهد ابزاری برای پایداری نواحی محسوب شود، به‌ناچار برای حفظ زنجیره‌ی توسعه‌ی نواحی، منطقی است که به ضعیف‌ترین حلقه‌ها توجه بیشتری کند. در ایران و ازجمله شهرستان کرمانشاه به‌عنوان یک ناحیه‌ی سیاسی و طبیعی نیز شهرهای کوچک دارای جایگاه بسیار ضعیفی در قیاس با شهرهای بزرگ هستند. کانون توجه برنامه‌ریزی‌های توسعه‌ی اقتصادی، اجتماعی و فضایی شهرهای بزرگ بوده است. این توجه ویژه در پرتو نظریات رشد اقتصادی نظیر قطب رشد تاکنون معطوف به شهرهای بزرگ بوده است. در این راستا، پژوهش حاضر با روش توصیفی – تحلیلی، ضمن تأکید بر رویکرد کاربردی، بر آن است تا نقش تعادل بخشی شهرهای کوچک را در نظام فضایی منطقه با رویکرد توسعه ی یکپارچه ی ناحیه‌‌ای مورد بررسی قرار دهد. شیوه ی جمع آوری اطلاعات اسنادی و میدانی است و برای تجزیه وتحلیل اطلاعات از روش‌های تحلیل تصمیم‌‌گیری چندمعیاره بهره گرفته شده است. نتایج پژوهش نشان می‌دهد که بخش عمده‌ای از توان‌های اقتصادی شهرستان کرمانشاه در نواحی روستایی متمرکز شده است. این توان‌ها به‌‌دلیل فقدان شهرهای کوچکی که می‌تواند واسط توسعه‌ی بین نواحی شهرهای بزرگ و نواحی روستایی باشد، تاکنون به طور مناسبی مورد بهره‌‌برداری قرار نگرفته‌اند؛ ازاین‌‌رو، در این پژوهش نقش شهرهای کوچک از اولویت‌های اصلی برای سرمایه-گذاری در راستای توسعه‌‌ی منطقه‌ای شناسایی شدند و براساس یافته‌‌های پژوهش، شهر «قلعه» دارای بیشترین توان برای سرمایه گذاری به عنوان شهر میانی ناحیه است.

Small cities in developing countries are one of the weakest segment in regional development. If development is a tool for the sustainability of areas, to maintain the development chain, it is necessary to pay more attention to the weakest segments. In Iran, including the county of Kermanshah as a political and natural area, small cities have a very weak position compared to large cities. Metropolises have been the focus of economic, social and spatial development plans. This special attention has been focused on large cities in the light of economic growth theories such as the growth pole. In this regard, the present applied research, using a descriptive-analytical method, intends to investigate the balancing role of small cities in the spatial system of the region with an integrated regional development approach. The data has been collected through documentary and field research and multi-criteria decision analysis methods have been used to analyze the data. The results show that most of the economic potential of Kermanshah is concentrated in rural areas. These capabilities have not been used properly due to the lack of small cities that can mediate development between large urban areas and rural areas. Therefore, in this study, the small cities have been identified as one of the main priorities for investment in the development of regions. According to the findings, Qale City has the most investment capacity as the mediator in this district.
