ارزیابی عوامل مؤثر بر مدیریت یکپارچه پسماند جامد شهری مطالعه‌ی موردی: شهرهای ساحلی استان بوشهر

چکیده

با توجه به روند روزافزون شهرنشینی و تمرکز سرمایه‌های مختلف اقتصادی در مناطق ساحلی منجر به پیامدهای منفی متعدد شده است. مدیریت پسماند جامد شهری به‌عنوان یکی از این پیامدها و تحت تأثیر عوامل متعدد به چالش پیچیده‌ای برای مدیران و تصمیم گیران این شهرها تبدیل‌شده است که با توجه به تأثیرگذاری پسماند تولیدشده بر ابعاد مختلف اکوسیستم حاکم بر مناطق ساحلی، نیاز است تا به‌طورجدی به‌منظور حفاظت از منابع موجود و دستیابی به توسعه‌ی پایدار شهرهای ساحلی به آن پرداخته شود. این پژوهش باهدف تعیین عوامل مؤثر بر مدیریت جامع پسماند جامد شهرهای ساحلی به روش توصیفی-تحلیلی انجام‌شده است. جامعه آماری شامل کارشناسان، متخصصان و فعالان مدیریت پسماند شهرداری‌ها و تشکل‌های مردم‌نهاد مراکز شهرستان‌های ساحلی استان بوشهر است. به‌منظور تجزیه‌وتحلیل نتایج از تحلیل عاملی اکتشافی، روش تحلیل سلسله مراتبی و GIS استفاده‌شده است. بر اساس نتایج تحلیل عاملی متغیرهای موردبررسی به 6 عامل محدود شدند که در ادامه و بر اساس نتایج تحلیل سلسله مراتبی، عوامل "نهادی و مدیریتی" و "ویژگی‌های طبیعی مناطق ساحلی" به ترتیب با اوزان 387/0 و 248/0 نسبت به سایر عوامل بیشترین اهمیت دارند. همچنین بر اساس نتایج، شهر ساحلی بوشهر با توجه به دارا بودن زیرساخت‌های لازم و انجام نسبی عملیات مدیریت جامع پسماند، در مقایسه با سایر شهرهای ساحلی با وزن 302/0 وضعیت مناسب‌تری دارد. در پایان و بر اساس نتایج، پیشنهادهای به‌منظور پیاده‌سازی کارآمد مدیریت یکپارچه پسماند جامد در این مناطق ارائه‌شده است.

Considering the increasing trend of urbanization in the coastal regions of the world, especially in developing countries, and the additive concentration of various economic investments in these areas, which has led to numerous negative consequences, Municipal Solid Waste Management (MSWM) is required to be implemented by managers and decision-makers of coastal cities to protect the existing resources and achieve sustainable development of coastal cities. The main aim of this study is to evaluate the influencing factors on ISWM in the coastal cities through a descriptive-analytical method. The statistical population includes experts, specialists and waste management activists of municipalities and NGO in the coastal cities of Bushehr Province. To analyze the data, exploratory factor analysis has been used to determine the effective factors on solid waste management, hierarchical analysis method has been used to weight and determine priorities of these factors based on the research objectives, and finally, GIS has been used to determine, compare and redraw the maps of cities. Based on the results of factor analysis and studied variables, 6 factors were extracted. According to the results of the hierarchical analysis, the "institutional and managerial" factor with a weight of 0.387 is the most important compared to the other extracted factors. Also, the coastal city of Bushehr has a better situation than other coastal cities with a weight of 0.302 due to having the necessary infrastructure related to ISWM operations. Finally, based on the results, suggestions have been presented for the efficient implementation of integrated solid waste management in these areas.
