تحلیل سناریوهای تأثیر شیوع کووید- 19 بر هوشمندسازی مدیریت شهری با تأکید بر شهرداری مشهد

چکیده

با ورود ویروس کرونا به‌عنوان یک مسأله‌ی جدید و کاملاً پیچیده و ناشناس؛ شهرها انعطاف‌پذیری خود را از دست دادند و همچون سابق پاسخگوی نیازهای شهروندان خود نیستند. از سوی دیگر افراد زیادی در دنیا با سبک زندگی کرونایی هنوز سازگاری و هماهنگی ندارند و تلاش آن‌ها برای برقرار کردن سبک زندگی پیشین خود، کاری خطرناک به نظر می‌رسد. در این میان، استفاده از فناوری‌های جدید و اتخاذ فناوری اطلاعاتی و ارتباطی و ایجاد محیط‌های شهری هوشمند می‌تواند در پیشگیری از بحران‌های طبیعی و غیرطبیعی و حل مشکلات به وجود آمده توسط شیوع ویروس کرونا، مؤثر واقع شود. پژوهش حاضر با هدف تحلیل سناریوهای تأثیر شیوع کووید- 19 بر هوشمندسازی مدیریت شهری، به بررسی و ارزیابی سناریوهای تأثیر شیوع کرونا بر فعالیت‌های شهرداری مشهد و اقدامات صورت گرفته در زمینه‌ی هوشمندسازی جهت مقابله با این بحران پرداخته است. این پژوهش ازنظر هدف، کاربردی ازنظر شیوه انجام، اکتشافی، تحلیلی و بر اساس روش‌های جدید علم آینده‌پژوهی است که با به‌کارگیری ترکیبی از مدل‌های کیفی و کمی انجام گرفته است. جهت جمع‌آوری اطلاعات وضع موجود، از روش مطالعات کتابخانه‌ای و میدانی استفاده شده است. جامعه‌ی آماری پژوهش، شامل 50 نفر از نخبگان و کارشناسان در دسترس است. جهت تجزیه‌وتحلیل اطلاعات استخراج‌شده از نرم‌افزار میک‌مک و سناریو ویزارد استفاده شده است. شاخص‌های پژوهش شامل: حمل‌ونقل هوشمند، اقتصاد هوشمند، دولت هوشمند، زندگی هوشمند، شهروندان هوشمند و محیط‌زیست هوشمند است. نتایج پژوهش در ارتباط با نحوه توزیع و پراکنش متغیرها در صفحه پراکندگی سیستم، حاکی از آن است که اکثر متغیرها در محدوده متغیرهای تأثیرگذار هستند. در ارتباط با عوامل کلیدی اثرگذار بر هوشمندسازی مدیریت شهری مشهد، استفاده از انرژی‌های نو و تجدیدپذیر حداقل، تأثیرگذارترین عامل است. همچنین نتایج دلالت بر 8 عامل کلیدی با چندین وضعیت احتمالی سناریوی احتمالی پیش روی آینده هوشمندسازی مدیریت شهری در شهرداری شهر مشهد دارد.

چکیده [English]

Since Covid-19, as a new and completely complex and anonymous phenomenon, entered the world, cities have not been able to meet the needs of their habitants and people could not change their lifestyle and adapt a new one. In the meantime, the use of new information and communication technologies and the creation of smart urban environments have caused natural and unnatural crises. The aim of this study is, therefore, to evaluate the effect of the Covid-19 outbreak on urban management intelligence, evaluate the impact of corona outbreak on the activities of Mashhad Municipality, and examine the measures taken in the field of intelligence to deal with this crisis. This research is applied in terms of purpose and exploratory-analytical in terms of method. It has adopted a combination of qualitative and quantitative methods (mixed-methods). Data has been collected through library and field studies. The statistical population of the research in the first level included 50 elites and available experts selected through snowball sampling and in the second level, 200 citizens have been selected for field analysis. Mick Mac Software and Scenario Wizard were used to analyze the extracted information. The research indicators included intelligent transportation, smart economy, smart government, smart living, smart citizens and smart environment. The results of the research indicated 8 key factors with several possible situations and scenarios for the future of urban management intelligence in the city of Mashhad.
